Lend-Lease and Problems of Globalization
The
Pomor State University of Archangel, April 19-20th, 2005
General information
The aim of this
conference on Lend-Lease and Problems of Globalization is to
highlight the importance of Lend-lease for the Soviet Union during
the Second World War. In effect Lend-lease as an international
agreement in many ways could be seen as the forerunner of many other
co-operation and assistance agreements after the Second World War.
As such Lend-lease may have provided a model for such later
agreements. Anyway, Lend-lease was an unprecedented economic and
political deal between the dominating two world power blocks. This
fact only helped probably avoid the outbreak of a Third World War
during the Cold War period.
However things may be, the main purpose of our conference is to
investigate and present such aspects of Lend-lease.
The 4 main questions being:
1) Theoretical problems of lens-lease and international policy.
2) The role of Lend-lease for the Soviet Union/Russia and its
victory.
3) The supply routes used as a part of Lend-lease.
4) Lend-lease and international questions.
The plenary session
The aim of the
plenary session is to open up the conference by lectures considering
different aspects of Lend-lease itself, its importance during the
Second World War and its relevance for the solution of problems of
globalization during the post-war period.
Plenary session speakers from Russia and abroad will deal with these
questions, making use of different theoretical approaches. We will
also pay attention to how the importance of Lend-lease was or is
presented when seen from the Eastern and the Western side.
The speakers will be presented later.
The sub sessions
The sub sessions will
be based on the 4 questions asked in the plenary session.
This means that there essentially will be 4 sub sessions.
However, also papers dealing with related questions mentioned above
will be very welcome.
If appropriate such papers could be presented in an own sub session.
The round the table discussion
The last session is a
round table discussion.
This final session will sum up the conference as it has been
manifested in the plenary speeches and the abstracts and papers
presented in the sub sessions. The composition of the panel in the
round table discussion will be presented later.
To participate in the conference
The conference is
open for researchers and politicians interested in the history,
politics, social implications and economic effects of Lend-lease
such as described above.
The process of admission will be continued in three steps.
1. To participate
with a paper everyone must first send in an abstract of the paper
which fits under the aim of the sub sessions described above. The
abstracts must be sent to the conference secretariat in Archangel
not later than January 15th, 2005. If possible earlier. We accept
only electronic submissions. Such abstracts shall be written in
English and contain no more than 600 words. Please email your
abstract to vma@pomorsu.ru
Include, in the following order:
• The title of the paper
• The phrase “Lend – lease and Globalization”.
• Your name.
• Your affiliation
• The address, phone number, and email address at which you would
like to be notified.
• A 600-word abstract in English. If the abstracts are attachments
to your e-mail, please also copy the text in the body of the e-mail
message.
• Also make a notification if you need some kind of interpretation
and which language you need to have interpreted to English.
2. After January 15th, 2005, the papers will be selected based on
the evaluation of the written abstracts. Notification of acceptance
or rejection will be sent out not later than the 30th of January
2005.
3. If your abstract is accepted you have time until the 1st of April
2005 to write your paper. It shall be written in English and contain
no more than 10 pages (single rows).
However, Russian speakers who have problems to comply with this
could submit their papers in Russian and the organizers of the
conference will take care of their translation.
The cost of such a translation will be paid by those who submit such
a paper. Of course the organizers will arrange for such translations
only after agreement with the authors.
Please send the papers in electronic way in order to compile a
collection of papers to the conference.
The speakers will
have 20 minutes for presentation and 20 minutes for discussion, thus
totally 40 minutes. In case of language problems we suggest that
either a colleagues presents the paper for the audience or
interpreter assistance provided by the organizers of the conference.
The conference language
The conference
languages are Russian and English but in order not to exclude papers
and participants we try to help single participants as much as
possible with translations and interpretations.
Proceedings
A selection of
speeches and papers from the conference will be published in a
printed volume. He selection of the content will be done by a
co-ordination group which will be decided on the conference.
Accommodations and practical things
The conference
organizers will pay a part for your accommodation and food expenses
once your abstract and paper have been selected for this conference.
We expect however that you pay additional cultural programme
expenses which do not belong to the programme of the conference
itself. As we mentioned we can provide assistance if you would have
other wishes such as a visit to the Solovki islands while visiting
us in Archangel in connection with this conference.
Archangel can easily be reached by plane and train through both
Moscow and St. Petersburg. We have also a train connection with
Murmansk. Several times a week some carriages travel all the way
from Murmansk to Archangel. Which means that you could book a
sleeper for the whole route. The same applies to the other trains.
We have also an airplane connection with Murmansk, Rovaniemi, Lulea
and Tromsoe.
Accommodation will be in the center of the town.

deadlines we gave above:
Please send us you paper by electronic mail not later than the 15
January 2005, if possible before.
We will answer you not later than the 30th of January 2005 by
electronic mail.
You should confirm to us that you will participate in our conference
after receipt of our acceptance of your abstract. That means not
later than the 10th of February 2005. Later registrations will only
be accepted to the extent possible.
Your paper should be sent to us by electronic mail not later than
the 1st of April 2005.
If you have special wishes or need assistance for translation and/or
interpretation we would appreciate it if you could notify us already
about this on registration.
